How Frank Bainimarama benefited from the 2006 coup

Last week in Parliament, while pushing through a Bill to establish the Anti-Corruption Court, Frank Bainimarama's right-hand man Aiyaz Sayed Khaiyum, who is prepared to die a thousand times for his boss, lamented that corruption was rife in the country. And here we thought the 2006 military coup was a clean-up campaign as claimed by coup leader Bainimarama.

Back in 2006, he also said that nobody in the military's interim regime would benefit from the coup and those serving the regime would not be allowed to contest any elections.

Yeah Right!

Starting with Bainimarama and Khaiyum, most of them contested the 2014 elections. Another major player who was the first finance minister, Mahendra Chaudhry, was barred for 8 years after being convicted for an offence. Now he too is busy laying the ground to fight in 2022 when he will be 80 years old.

It didn't stop there. Bainimarama himself had a financial windfall under the guise of holding multiple ministerial portfolios.

Remember Bainimarama proclaimed loud and clear that he was only going to be paid the salary of the Commander of Republic of Fiji Military Forces and not for holding the position of Prime Minister in the regime!


Well, that changed in January 2010. He got the Commander's salary increased from $96,0000 to $230,000 and obtained other benefits, increasing his total salary package to over $316,000 per year.

A letter from sources close to Government House and Ratu Epeli Nailatikau, who was President in 2010, shows how Aiyaz Khaiyum , who was then Attorney General, wrote to Nailatikau and got the package approved for his boss.

Apart from other benefits including full medical treatment for him and his family, from January 2010 until the elections in September 2014, Bainimarama’s earnings are as follows:


Base salary: $230,000 per annum

Extra Duty Allowance: 12.5% of base salary which is $28,750 per annum

25% Gratuity for every 12 months of service: $57,500 per annum


Total salary per annum: $316,250

This was his salary for 2010,2011,2012, 2013 and until 3rd October 2014 when it was increased through the parliamentary remunerations decree to $328,750.

This isn't corruption in Bainimarama and Khaiyum's dictionary.

No wonder Nailatikau, who has always lived off state resources, is back earning a fat salary of $150,000 per year as Speaker, for approving the other fat cat Bainimarama’s salary.

And no wonder his salary was never listed in the Civil Service List published every year containing ranks, names and salaries of all civil servants.

It’s not hard to see why the permanent secretary for immigration and the PM’s office Yogesh Karan says “ That is not for me to comment “ ( The Fiji Times 4/1) on the question of the exile of Prof. Brij Lal from the country of his birth.
He knows his job is not permanent. He is making sure he does not get on the wrong side of his political masters . We all know what happens when anyone does that in the post coup “ true democracy “ in Fiji. They have to say sayanora to their cushy job!

DO NOT SELL YOUR VOTE.
In a letter by that title in The National PNG (5/1 ) the writers says PNG is now 46 years old as an independent nation but it is a nation " riddled with corruption and nepotism" which has curtailed its proper development.
The writer urges fellow citizens to vote in the right leaders at the next election scheduled for this year for a better future for PNG and its people.
The same is clearly the case for post 2006 coup Fiji.

It's An Embarrassment For The President To Be A Party To Sacked S-G Sharvada Sharma's Court Action.
That's what Devanesh Sharma, the lawyer for the Fiji First government, has contended in court in making an application for the removal of the President's name from the proceedings.
Fijileaks has called it a bizarre contention.
Jon Apted the lawyer for Sharvada Sharma countered the contention claiming the sacking was in the final analysis a decision made by the president in his own deliberate judgement after careful consideration of the advice from relevant State parties. He should therefore be held accountable for his decision which is what the court action is about.
AS a layman I will wait for the learned Judge to make a determination on this.
But my own reading is that the President merely rubber stamped what the twin dictators of Fiji, Frank Bainimarama and Aiyaz Sayed Khaiyum, had decided to do, which is to sack the S-G.
The President's embarrassment as such is of his own making.

Ray Peck tells us in his letter in The Age 17/1, "... So this is the Morrison way, to talk about having a way. But in reality, most Australians know we are a long way from effective climate action, and many hope Morrison will just go away after the election".
Ray is so right.
The same is true for Fiji where many Fijians hope the man nicknamed " Minister for Everything " in post coup Fiji just goes away after the election!
Fifteen long years of him, his arrogance, narcissism and megalomania has become TOO MUCH to stomach.

PM Frank Bainimarama is well after flying first class to get first class medical treatment in Melbourne the Acting PM and A-G Aiyaz Sayed khaiyum informs the people of Fiji - belatedly ( The Fiji Times 20/1/22).
It's good to know the Fijian PM is well on the road to recovery.
What is the health of the public health infrastructure, the road infrastructure, the education infrastructure, the media environment,and the human rights regime in Fiji under the watch of Bainimarama and Khaiyum?
Are they in good health?

Singing A Different Tune.
Graham Davis describes Thakur Ranjit Singh ( former Fiji Daily Post manager-publisher ) as " a former strong Bainimarama supporter " which he has most certainly been, just like Graham Davis himself.
Graham Davis claim that Thakur Ranjit Singh's " startling defection and stinging critique of the Fiji First will stun the PM and A-G " is all blah blah blah. Far better people have withdrawn their support for the twin dictators of Fiji and have made blistering critiques of their governance of the country but nothing has stunned them. With the military behind them nothing will. Dictators are never worried about elections. It's a motion they go through for show to the international community that they have a " true democracy " in place.

Dishonoring Professional Trust.
According to the ruling of the Chief Justice Kamal Kumar disbarred Lautoka lawyer Haroon Ali Shah cannot have his legal practitioners license restored because he had " In simple terms " stolen his client Sashi Lata's Trust account money. That is a cardinal sin in the legal profession because it's a breach of trust. The legal profession is a noble profession based on trust ( see for details The Fiji Times article ' Application dismissed "25/1 ) .
That seems a reasonable ruling given Shah's transgression.
But how come some people, including lawyers, stole the democratically elected government of Fiji in 2006 but nobody got sanctioned?

Regime Founded On Lies.
On January 4, 2022 the Fiji First government posted a picture on Facebook showing PM Frank Bainimarama on the ground serving the people and all that during the national crisis. But it was a lie. This has been pointed out by former Bainimarama regime chief propagandist Graham Davis, Qereqeretabua of the NFP and lawyer Richard Naidu. The photo in question they said was taken a year earlier. I was not at all surprised by the lie. Remember the Bainimarama regime was founded on a lie to " clean up " when there was no real need for it. Many other lies followed the " clean up " coup. And, prominent Fiji personalities including former PMs, the former Reserve Bank Governor, and high profile lawyers and academics say the lying trend continues.

The Fiji Sun newspaper’s deliberate manipulation/distortion of the latest Western Force opinion poll “ is a betrayal of public trust that confirms the journalistic corruption at the Fiji Sun that has long been evident in its overt bias in favour of the FijiFirst government and against the opposition “ according to Graham Davis in Grubsheet ( Fijileaks 2/3/22).
Critics and the opposition have known this all along including when Graham Davis was himself a key propagandist of the FijiFirst regime.

A letter writer says in his letter to The Canberra Times 28/3 that “ I am a life-long conservative yet I intend to vote elsewhere in the coming election. As I get older I seek three things from my government: honesty, competence and leadership. The Coalition [government] fails on all three...”
I wonder how many people - young and old - feel the same way about the post coup government of Bainimarama and Khaiyum in Fiji?

What ‘ PNG Voter ‘ says in his letter “ Don’t fall for empty promises “ ( The National PNG 4 May 2022 ) has profound relevance for Fijian voters as well.
PNG Voter : “ The coming election has brought out those who want to serve and make Papua New Guinea and the livelihoods of its citizens better…You can already see from the names in the media who intend to run for seats some of PNG’s most reputable characters putting up their hands… [But] There are those that keep coming back, even after the electorate has kicked them out…Unfortunately, for our country … most citizens fear the worst members of our community will win seats …
The message is simple - a member of parliament serves the people [ I recall Simon Hazelman making the same point in a letter of his in The Fiji Times ]. They don’t get paid to do private deals. They shouldn’t become instant millionaires.And, they should always be of good character, high values and have your interests at heart. PNG has enough con men in higher offices. Military Spending Waste
It has been revealed that there is a serious shortage of doctors in Australian hospitals, despite “ a wealthy country like Australia [continuing] to recruit doctors trained in the poorest countries in the world where they are desperately need ( Katriona Herborn, smh letters 6/5 ). Another letter writer Stephanie Edwards makes the very valid point that the high cost to train large numbers of doctors and nurses so desperately needed “ could be paid for by cancelling the order for one submarine “ . In fact as a pacifist I would content that the whole order ( worth billions ) be cancelled and the funding put into more urgent human needs .
Unfortunately this problem of wasteful military spending under the fiction that it enhances national security is a global one.
Humanity needs to make a paradigm change on this front .

We read in The Fiji Times article ‘ Fijians no longer want Fiji First in power ‘ ( 3/6/22) that former Fiji First parliamentarian Aliferiti Nabulivou said Fijians had become “ tired “ of the ruling party’s authoritarian leadership and wanted them out of power. He said even as a parliamentarian “ We are dictated to as to what to say in parliament “.

Two-men government.
National Federation Party leader Professor Biman Prasad says they " won't have a two-men government " should the NFP-PAP coalition form government after the coming elections (The Fiji Times 14/6 ) implying that that's the kind of government Fiji has under the ruling Fiji First party.
It's quite revealing that 16 years after the Bainimarama military coup of 2006 there is still the lingering sense that the country is run by two men : Bainimarama and Khaiyum.
That should not be the case.
